Yes, suppressors (aka silencers) are legal to own in most states and only require an FFL Class 3 dealer, some paper work & registration with the NFA branch of the ATF, and a 1-Time $200 tax stamp payment.  Suppressors are legal to own by civilians in the following states: AL, AR, AK, AZ, CO, CT, FL, GA, ID, IN, KS, KY, LA, MD, ME, MO, MS, MT, NE, NV, NH, NM, NC, ND, OH, OK, OR, PA, SC, SD, TN, TX, UT, VA, WA, WV, WI and WY.
